If it's as described, then I don't think so. There are customers who pitch a fit when they don't get money they think they're owed, employees who tell them that they are denied, and bosses who then tell the emps, "Just pay the an. It's easier if we don't get complaints."

What's the crime? Note that fraud isn't KNOWN. It's just suspected due to incompletely filled out forms and a lack of proof that the money is owed. So, what's the crime? Pitching a fit? Doing as the boss says? Telling an employee not to worry about written policy?

I'd like to think there's a crime, but it sounds to me like gross incompetence on the part of the government... and, unfortunately, incompetence isn't criminal.

As you always say, though, YMMV.

It's THEFT at the very least, including fraud. STEALING.
