One activist in a black robe does not have the unilateral authority to overturn a duly certified election by the American people or deny the authority of a Secretary of the Treasury who was duly confirmed by the U.S. Senate.

The Constitution does not support your ludicrous contention that one ding dong on the bench can suspend and restrict the normal operations of the Executive Branch - and auditing, restructuring, and streamlining the inner workings of the bureaucratic agencies of the federal government, which ARE under the purview of the Executive Branch, are the normal operations of a President's administration.
