The President has many advisors. In most cases, if the advice given does not conflict with his own views or that of others, he probably goes with what's advised. After all, the advisors are the subject matter experts.

Elon Musk is "a White House employee and senior advisor to the president." It says so in your article. Moreover, "Like other senior White House advisors, Mr. Musk has no actual or formal authority to make government decisions himself." Further, per CBS news: "USAID was dismantled on Trump's order even though it was mandated by Congress and its funding was required by law." Got that? It said, "On Trump's order."

Again, I don't know why you can't understand it. Is it too complex? Or are you just a petulant child who must have her way on everything?
