The governments of Tojo, Mussolini & Hitler were most certainly totalitarian regimes, Zim. They subjugated their own populations, first, and then moved on towards the subjugation of other people around them ... always grasping for more resources, more land, more power. Those types of tyrannical regimes don't reach critical mass if their own populations put a stop to it, but once they do get going, then other countries have to step in and put them down.
