2 and 3 smell a LOT like the current USDS might have been yet another bastion of DEI.
Created under the Obozo administration - possibly to correct the disaster of the obozocare rollout.
It is possible that, at first, they did good things. Under the Trump administration I would suspect that. But under 'bite-me' biden? Not a chance. Almost certainly yet another DEI project incapable of delivering anything of any use.
