This was a 'gas pipeline' . . .
I could see some sort of track for welding equipment to 'self power' through the pipe. I can't see some sort of 'pulling device' - not for nine miles of pipe.

...if I was building something like this there would have been some kind of track or other pulling device that could have worked as simply as a a rope pulley with the device doing the work being at the end of the pipeline being powered there rather than having the power on the sled / trolley itself. Maybe similar to the thingy that pulls ya car thru the car wash.
