Ukraine's International Legion was born in 2022, a home for foreigners eager to fight Russia. Ukraine said 20,000 signed up, though experts said 4,000 was a more realistic peak figure.

And I've seen the 12,000 N. Korean soldiers in Ukraine (fighting for Russia) before. I'm pretty sure the current 3,000 is in addition to the previous 12,000. (And they may be fighting Ukrainians inside Russia rather than in Ukraine.)
