The Low Income Home Energy Assistance Program (LIHEAP) was among the very first examples of waste that I reported to DOGE, and the only one for which I received a response back. The young fellow I corresponded with said it was just what DOGE was trying to root out, pure welfare to the tune of $4.1 billion "that states could as easily implement on their own".... "or not." I learned about the program years ago, from Claudia when she was rattling on about the high cost of filling her oil tank. It doesn't even get cold in New York! Yet that got me to wondering how whiney liberals like clo manage to pay their energy bills. The answer, to no one's surprise, is that they don't. *WE* pay them.

New York is #1 on the list of parasitic states and parasitic people who suck on the LIHEAP teat. Did you ever think of wearing a sweater, ya bums?

This a.m., clo was bellyaching about LIHEAP's demise, which gave me a terrific, warm, "ain't it a beautiful day!" feeling. Thanks for that, clo! It's good to see that grass roots reporting actually works. The key is to go about it intelligently and not be a pain in the a$$.

LIHEAP staffing cuts: Does NY provide utility shut-off protections in warmer months?

A New York state representative says the Trump administration's firing of all staff members running the country's Low Income Home Energy Assistance Program will keep New Yorkers from accessing the energy assistance they need.

Over 1 million New York households heated their homes during the 2022-2023 winter season through the program, U.S. Senator Kirsten Gillibrand said Thursday, but the recent LIHEAP cuts make the program "incapable of disbursing funding to New York."

"LIHEAP is a commonsense, bipartisan welfare program," Gillibrand said Thursday. "In the coldest and hottest months of the year, it lowers the cost of living and saves lives. By firing everyone who disburses LIHEAP funding, President Trump and the so-called 'Department of Government Efficiency' are preventing hundreds of millions of dollars in federal funding that Congress has already allocated to LIHEAP from reaching families in need."Here's what to know about the program and what protections New Yorkers have as temperatures start to warm up.

What is the Low Income Home Energy Assistance Program?

The Low Income Home Energy Assistance Program, or LIHEAP, is run by the U.S. Department of Health and Human Services and assists low income households with heating and cooling their homes by helping them pay their energy bills or making their homes more energy efficient.

Does New York provide utility shut-off protections in the warmer months?Yes, New York's major electric utilities provide residential customers with extreme heat protections, which prevent shut offs due to nonpayment or incomplete payment, according to the New York State Department of Public Service. The Empire State is one of only 17 states and the District of Columbia to provide consumers with such protections, according to reporting by USA TODAY.

"While the unnecessary closing of Health and Human Services LIHEAP Bureau has already created a great deal of fear and uncertainty in low-income households in New York and nationwide, New York's residents continue to have strong extreme heat protections against shutoffs at the major energy utilities," the state Department of Public Service said Friday.

Here's which utilities offer extreme heat protections in New York state and when they'll pause electric service terminations:

• NYSEG/RG&E: Utility shutoffs will be paused the day of a forecasted 85 degree day.

• Central Hudson: Utility shutoffs will be paused the day before a forecasted 93 degree day and the day of a forecasted 93 degree day.

• Con Edison: Utility shutoffs will be paused the day before a forecasted 90 degree day, the day of a forecasted 90 degree day and two calendar days after.

• National Grid: Utility shutoffs will be paused the day of a forecasted 95 or 100 degree day if it's 95 degrees on two or more consecutive days or 100 degrees on one or more days.

• Orange & Rockland: Utility shutoffs will be paused the day of a forecasted 95 or 100 degree day if it's 95 degrees on two or more consecutive days or 100 degrees on one or more days.

New York plans to make extreme heat protections more consistent

In January, New York's Public Service Commission began looking at how the state can make its extreme heat protections more uniform and comprehensive.

While there are extreme heat protections in place for the state's major electric utilities, there aren't any for New York's major water utilities, which may soon change.  According to a news release from earlier this year, the commission may propose extreme heat protections for customers of water utilities with annual revenues of over $250,000.

“Protecting consumers is a top priority for the Commission,” Commission Chair Rory M. Christian said. “The primary purpose of this proceeding will be to assess the adequacy of the existing protections for major electric and major water utility customers during extreme heat events in view of policy objectives and to standardize them to reflect best practices.”
