Trump: No more federal funding for ‘sanctuary’ cities and states

Amherst, Boston, Cambridge, Concord, Chelsea, Lawrence, Newton, Northampton, and Somerville all qualify as sanctuary cities

States and municipalities maintaining so-called sanctuary city “Death Traps” will lose all federal funding going forward, President Donald Trump vowed.

Trump, in an early morning Truth Social proclamation, decreed that the days of cities and states providing legal haven for alleged criminal illegal immigrants while accepting federally disbursed tax dollars are over.

“No more Sanctuary Cities! They protect the Criminals, not the Victims. They are disgracing our Country, and are being mocked all over the World,” Trump wrote. The president provided no further details.

Trump said that he’s “working on papers to withhold all Federal Funding for any City or State that allows these Death Traps to exist!!!”

Massachusetts has nine sanctuary cities, including Boston with its Trust Act, along with Amherst, Cambridge, Concord, Chelsea, Lawrence, Newton, Northampton, and Somerville.

Gov. Maura Healey has stated several times that the Bay State is not a sanctuary state, yet state law prevents law enforcement and court officers from holding people beyond their court-imposed sentence. The state nevertheless works to hold any criminal accountable, regardless of their immigration status.

The state’s Supreme Judicial Court decided the issue well before Healey took the governor’s office, ruling in the 2017 Lunn decision that a civil detention request from the federal government’s immigration officers isn’t sufficient cause to keep a person under apprehension.

“Massachusetts law provides no authority for Massachusetts court officers to arrest and hold an individual solely on the basis of a Federal civil immigration detainer, beyond the time that the individual would otherwise be entitled to be released from State custody,” the court ruled during Trump’s previous term.

Boston Mayor Michelle Wu went before Congress early last month, saying Boston isn’t a sanctuary city, but neither does it ask after someone’s immigration status before providing available services. The city’s Trust Act prevents the Boston Police Department from engaging in civil immigration matters but allows for cooperation on criminal matters.

“In 2014 and again in 2019, as a member of the Boston City Council, I was proud to vote for the Boston Trust Act –– outlining BPD’s authority to collaborate with all levels of law enforcement to enforce the criminal laws of Massachusetts. This authority, and its limitations, were reinforced by the Supreme Judicial Court of Massachusetts in Lunn v. Commonwealth: In Massachusetts, law enforcement agencies may not detain people solely for alleged civil immigration violations,” Wu told the House Committee on Oversight.

She stressed, much like the governor has regarding the wider state, that “if you commit a crime in Boston, regardless of your immigration status, you will be held accountable.”

In December, the Boston City Council adopted a resolution reaffirming the Trust Act, emphasizing that the act has been “instrumental in fostering a safe and welcoming environment for all residents, ensuring that immigrants can engage with local law enforcement without fear of deportation, thereby enhancing public safety and community trust.”

Regardless of whether the state’s governor or the mayor of its capital agrees, it’s clear that the Trump Administration considers Massachusetts and Boston sanctuary jurisdictions.

On March 20, the White House issued a release declaring in no uncertain terms that “Boston Mayor Michelle Wu doubled down on giving sanctuary to violent criminal illegal immigrants” during her state of the city address. Earlier that month the White House highlighted the arrest of an alleged “Brazilian national and confirmed gang member convicted of assault and battery,” who was picked up in Boston, as an example of resistance to Trump’s fight against “sanctuary cities.”

White House “border czar” Tom Homan has even gone so far as to suggest he will bring “hell” to Boston in pursuit of Trump’s plan for mass deportations, despite local recalcitrance.

Elizabeth Sweet, Executive Director of the Massachusetts Immigrant and Refugee Advocacy Coalition, told the Herald that Trump’s rhetoric doesn’t change the facts on the ground in the Bay State’s largest city, where immigration policies have resulted in trust between law enforcement and community members.

“No matter how many times President Trump threatens cities like Boston, the fact remains that it is one of the safest cities in America. Withholding federal funding because city leaders want to create trust between immigrant communities and local law enforcement agents makes no sense. Instead of scapegoating immigrants again and again, the president needs to recognize the truth: Immigrants power our economy and make our nation stronger,” she said.

Neither the mayor’s office nor the Gov. Healey’s office responded to a request for comment on the president’s proclamation.
