Are you sure about that, De?
I believe Russia went communist about the time of World War I. About the end of WWII Russia constructed the 'Soviet Empire' . . . Moscow was the capital of pre-communist Russia, Russia during WWII, and the 'soviet Empire'. Since the time Russia went communist the same sort of people have been calling the shots.
