They are using "conservative" in the archaic, out-of-date use of the word, as when they cared about preserving the environment instead of raping it (Teddy Roosevelt) and when they undertook great projects to make America greater (Eisenhower with the Interstates and NASA), or when they made arguments of logic instead of soundbite slogans (William F Buckley).
As I noted, those days are over, but there are still some people who have a fond memory of when "conservatives" stood for something besides "give me another tax cut" and "let corporations do anything they want, no matter how dreadful."
Most of us realize those days are long gone.
