The author's not too bright. A friendly Congress would cut quite a bit if a President were elected on the premise that he'd cut $1 trillion. But let's ignore that for a moment. A huge number of Federal dollars are controlled entirely by the White House. If a President decides to withhold these funds, he can do so readily. He can't stop Congress from budgeting the money, but he CAN prevent the money from being spent.
