Oh, now THERE's some deep thinking. What part of my post, exactly, do you think I made up? I posted a fact. Congress passes laws, but the President executes them. OR CHOOSES NOT TO. OR CHOOSES TO EXECUTE THEM MINIMALLY.

If nothing else, all the President has to do to reduce spending by trillions of dollars is to appoint Agency Administrators who lay off their staffs.

How could you not know this? This is 7th grade Social Studies material.
