The county in Michigan where I was born and grew-up in reported nearly 49% of income from government programs for 2009 (it was over 20% in 1969, so the ratio, as compared to the national average, has not really changed all that much in 40 years). But then you must consider that the county is made up of mostly retired people with very few actual 'income' earners (both my wife and I left when we went off to college and never moved back, as did most of our high school classmates).
