First Amendment Rights Can Be Terminated

According to this Chicago Police Officer, "Your First Amendment Right can be terminated if you're creating a scene OR whatever". I figured they must have broke the 'whatever' clause, but the officer defined 'creating a scene' as simply their presence. What do you guys think?
