...once you arrest someone, you only have a certain amount of time before you have to charge em. Remember how long it took em to charge that mz anthony for killing her daughter? The state only gets one shot at a conviction. Better to take yer time, do it right and get a conviction than to act in emotionally and in haste and let the sumbitch walk free.
...that being said, it does not appear that any kind of 'investigation' was going on. Looks to me like the police chief could be considered an accessory after the fact down there.
