I suspect that if you look at the record that this phenomenon occurs during virtually ALL recent recessions. This is not unique to the Obama administration. Haven't you seen the Binder & Binder adverts on the tube? They've been in business for a lot longer than 3 1/2 years and this is what they do, help people make a case for getting disability payments from government agencies, be it state or federal.
