That and it takes a police state for the government to stop gangs. The people could put a stop to it but they are almost all either related to the gang members or are afraid of them. If you raise your kids right, they seldom join gangs. But that requires responsible parents, not welfare serfs. This is what you get when you let the community raise a child.
