Office size was critical in the olden days. I guess you have to have been in management to understand why. I won't go into it, cuz you telephone worker bees so love to hate and blame management.

One of my cohorts in setting up communications for the 2010 census was a retired telephone executive. His views are also interesting. His major function was to establish the communications network for POTUS when he traveled.
