But if they are NOT free, then it's technically a 'poll tax', which have been ruled as unconstitutional many years ago. And there's some really stupid situations, like Texas NOT allowing state-issued student ID's but yet your gun permit will get you a ballot...

Doesn't a drivers license or a state issued photo ID serve the purpose? Isn't the latter simple to obtain?
