The founders, btw, originally intended that voting be restricted to land-owners. The goal, I expect, was two-fold: To ensure that decisions and candidates would be decided upon

o By fairly successful people, and
o By individuals with a financial interest in the community.

I think they had the right idea, though they should have added a control to help those who didn't qualify to either get representation via some other channel or qualify for future elections.

I didn't say that about life. But I will say that a well-run country is maintained by the clever.

You advocate letting sub-average IQ people vote. Please explain why.

IMO, there's no question but that a test would help. The only question is how to make it a fair measure of intelligence.
