...once upon a time we had popular elections for the house of reps and the Senators were appointed by the State Governors. The House represented the people and the Senate represented the states. When that was the situation, there were no "unfunded" federal mandates. Then they changed the constitution so that the house and the senate are both elected by popular vote. Now the individual states have no representation. 17th Amendment to Constitution.

The founders, btw, originally intended that voting be restricted to land-owners. The goal, I expect, was two-fold: To ensure that decisions and candidates would be decided upon

o By fairly successful people, and
o By individuals with a financial interest in the community.

I think they had the right idea, though they should have added a control to help those who didn't qualify to either get representation via some other channel or qualify for future elections.
