re: "I do not mean benefits that are earned - wages and benefits paid to government employees or Social Security recipients who paid into the system."

Care would have to be taken to prevent politicians from awarding token "jobs" that pay what might as well be welfare money and grant the recipient the right to vote. Suppose the "job" is to care for your own child.

It's difficult to decide at what point government workers transition over to being government beneficiaries. And it's still more difficult when it comes to government contractors.

... and I am aware that you have not said anything to the contrary.

I will throw a couple of cents into the fountain for starters ... I think those who receive more in government benefits than they pay in to the government should be ineligible to vote ... at least until they get themselves over to the positive side of the ledger. And by "government benefits," I do not mean benefits that are earned - wages and benefits paid to government employees or Social Security recipients who paid into the system. Although, it could be a point of contention that, once Social Security recipients start receiving benefits in excess of what they originally put into the system plus some reasonable rate of return over the years, such excess benefits might should be considered a "government benefit" that should be compared against what they have otherwise paid into the government. But, of course, this would be a royal pain in the ass to keep track of!
