def. when a political figure has the office purchased for him or her. ie, Scott Walker of Wisconsin had his recall election largely funded by outside parties, who expect a return. Another example and the second Scott to justify the new word is Rick Scott of Florida who with his own funds bought his way into the Governorship.

Both Scotts have personal gain expectations which have yet to be publicly disclosed.
