One of Stuxnet's many innovative features was a limit on its hop count. From its point of introduction, just three (if I remember correctly) iterations were permitted. That was pretty smart of the designers, since it kept the program localized and greatly reduced the chances of it being isolated and sent to Semantic for analysis (although it eventually was.)
So, would America design a program to cause harm and then unleash it on America? I'll answer with an even MORE bizarre question.

Sure. If the conditions were right. It's happened many times. China, Russia, Iraq. But not HERE, right? Actually, what was the Civil War if not a national leader slaughtering his own people?
Releasing a virus within one's own country is a little thing by comparison, especially when it can be taylored to not get totally out of hand.
I used to trust my government but, then, I was a very naive young man. It came to me one day that government is run by people, and it has no morality one way or the other of its own. Whatever those people are, good, bad, indifferent or incompetent, is invariably manifested in government, amplified by the extent of their authority.
I never put anything past any government. Mao thought war would be a good thing. "It might help lower the population." Worth remembering.
