But that was the problem, in order for the stimulus to be effective as a stimulus it was limited to what was called 'shovel-ready' projects. Unfortunately, since bridge repair and replacement projects require significant planning and resource identification, even if one had a complete list of potential project outlined, it would have taken a year or so in most cases to start these projects. In many cases, it's not just the work on the bridge that has to be done, but you have to plan for alternate routing of traffic either by building temporary structures bypassing the actual work zone or by identifying suitable detour routes and such, the there's site preparation, ordering of material, etc. And since many of these sorts of projects were high cost the local authorities had down very little planning since there was no prospects of getting any money. After all, as mentioned previously, for the past 8 years any money that could have been set aside to rebuild America's infrastructure was being pissed away in Iraq rebuilding THEIR INFRASTRUCTURE which we had bombed the hell out of. Don't you agree that money was spent trying to fix what we broke over there that could've have better served the American people IF it had been spent here instead?
