That's not at all an assumption you can make. Maybe if Obama wasn't so eager to surrender, the Repubs would be pressured to act properly. Obama had the bully-pulpit, and in my opinion rightness on his side. He was just too weak and hapless to take advantage.
It was either that or no stimulus at all. And then the hypocritical Republican governors all made sure that they got their pictures taken holding those big stimulus checks while out of the other sides of their mouths they were telling everyone how Obama was destroying America with his socialistic policies.
