Some people's blinders go up when they hear about government-sponsored sterilization. They think about Nazi Germany, or China, and their attempts to disenfranchise entire peoples through population control.
That's not what I have in mind. Sterilization associated with welfare would be purely voluntary. Those who find it unacceptable could leave the program . . . which is what society's goal should be in the first place. Welfare should be a program of last resort.
CTJ made some incorrect assumptions, I suspect. Tough for me to say, though, without more information.
