Essentially.

My proposal would involve a contract. If a person is otherwise eligible, he or she would sign away any right to reproduce, go under the knife and live the carefree life of the willfully welfared.

But, as for taking something from the government...

There's not anything wrong with doing that most of the time. After all, as taxpayers, we have every right to expect something back. Don't lose sight of that, or ever confused it for charity.

The problem is you taking something from the government. Once ya do that then they can tell you what to do.

Take money from them for education,
They get to tell you what to teach.

Take money from them for roads,
They get to tell you how fast you can drive.

Take money from them for food,
They get to sterilize you.
