Hmmm, I think he means, as the taxpayers who fund the government, we should have expectations (and those expectations should be met as effectively and efficiently as possible) that our government will provide the Constitutionally approved services that benefit all of us (common defense, control of the borders, sound roads and bridges, etc., etc., etc.), instead of politicians and bureaucrats who piss it away to personally enrich themselves and their cronies or to buy votes to keep themselves in power.
