Herman Goering, who I'm sure you remember, wrote,
"Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing the country to danger. It works the same in any country."
Rahm Emmanuel, Obama's Chief of Staff, had a similar take much more recently:
“You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things you think you could not do before.”
This is a maxim among politicians, around for millennia. A crisis is an OPPORTUNITY. One does not waste it if one wants to accomplish one's ends. The smartest of politicians manufacture crises when they must, though given a little time, something usually presents itself.
Republicans have the War on Terror.
Democrats have the War on Climate Change.
And the farm's Napoleon had his war with Snowball.
Politically, they're just the same; just tools with which to whip up the masses. If ever they were honest, legitimate concerns, rooted in truth, that's lost, faded to insignificance alongside the far greater power the words have today as weapons of mass propaganda.
Goering knew this. Don't expect any less from America's political wizards. They STUDIED people like Goering.
