I think there are probably seven supervisor levels at least. The top level probably has at least five people. If each supervisor has ten people under him then the second from the top would have fifty, the third from the top would have 500, the fourth from the top 5,000, then 50,000, then 500,000, then 5,000,000... All drawing government pay checks.
