Most small businesses are well under 50 employees.

...most of the ones that are under 50 will stay that way and the ones that are over 50 will be downsizing soon. Take another victory lap obama.

It was reported yesterday about 98%.
She also said, those with 25 & over, most of them already have health insurance plans.

Keep in mind, just because the business needs to have a health plan doesn't mean the employee doesn't need to contribute.
