..."broad standards" can also be described as "vague standards". Then ya can get the gubmint to just beat up anybody not Union Friendly. Sounds like a swell idea.

Government and others (eg labor unions, the community, other benevolent organizations representing society or the general good) can set broad standards. There is no need to examine every contract. Just those brought to their attention for broaching standards or breaking the law.
