It is true that Buchanan was not effective in preventing the Civil War. On the other hand, look at the hand he was dealt. The fight had been brewing, really, since slavery was ended in the North. Remember, the best arrangement the authors of the Constitution could come up with was the 3/5ths compromise. The seeds of the Civil War germinated before Buchanan was born. Buchanan inherited a very bad situation, and did little or nothing to improve upon it.
Bush, on the other hand, inherited peace, prosperity, and international respect. What did he do with it? What one thing dis Bush do to set against two wars, a stagnant economy and massive deficits? Remember that serious people believed the US was going to pay off ALL its debt at the end of Clinton's presidency. Or has everyone forgotten? Katrina was on his watch. The financial crisis of 2008 was his production. Remember 9/11? That happened while he was Commander in Chief, didn't it? No child left behind? Does anything think the signature legislation of the education president has been a success? The unfunded Medicare prescription drug benefit? Is that the proud legacy of the Bush administration? Really. Just name one real achievement. Can you name ONE?
Worst president ever.
