No. Reason being the reasons they are doing it for: not possible to monitor 4000 soldiers and trust they will do self monitoring properly or do it at all. Not the same as monitoring 12 health care workers coming back per week, on average. They also said they are
goiing to revisit it in 45 days.
They are confusing a populous that cannot think only.
