Yes, if it were a treaty that was being negotiated, but it's not. It's an agreement by one party to refrain from doing something for something in return, that is the suspension of the sanctions against Iran. And before anyone asks, YES, the President is allowed to 'suspend' the sanctions. He cannot 'lift' them nor 'cancel' them, but he can temporarily 'suspend' them, without the approval of Congress.

...the United States Senate has to approve any treaty or agreement with Iran and as such they are not unauthorized citizens.
