...no, it is not an agreement between one party and another. It is a proposed agreement between the government of the united states and Iran. Obama can make all the personal agreements with them he likes. He just cannot obligate the rest of the country to anything without senatorial approval. Obonzo is president. He is not king.

...as far as him temporarily suspending them, he might be able to do that but even if he can, he cannot suspend em any longer than his term as prezzydent.

Yes, if it were a treaty that was being negotiated, but it's not. It's an agreement by one party to refrain from doing something for something in return, that is the suspension of the sanctions against Iran. And before anyone asks, YES, the President is allowed to 'suspend' the sanctions. He cannot 'lift' them nor 'cancel' them, but he can temporarily 'suspend' them, without the approval of Congress.
