...what I'd like to see is a tax law that limits the amount a company can charge off as compensation to any employee. Anything over a million bucks, not deductible as a corporate expense.

This is incorrect. The deductibility applies only to settlement payments that are construed as compensation or restitution. Fines and penalties are levied under criminal law - and are not deductible.
