Only THAT portion which was not already committed to. Medicaid has always been a shared responsibility between the state and federal governments. The only thing that changed was that if a state agreed to include all the uninsured, including those who fell between the people who got free coverage and those who qualified for a subsidy on the exchanges, that for the first couple of years, the feds would cover 100% of the cost, but that eventually the states would have to go back to covering their share, which always was a small percentage of the total, something like 10% several years down the road.

The ONLY reason that states have opted out of this was NOT due to the cost but was simply BECAUSE the Supremes said that they could. They are doing it only to spite the President, and besides, the people who are getting hurt by this are second class citizens in the eyes of the Republican legislators and governors (if you vote for the other guy, you're a second class citizen).
