...the epa can declare a wet spot in ya yard a navigable waterway and keep ya from building anything on it. I think the epa is in charge of un-navigable navigable waterways and the corps or engineers is in charge of the ones ya can actuall put something that floats in.
Liberals are like a "Slinky". Totally useless, but somehow ya can't help but smile when you see one tumble down a flight of stairs!
I was part of the Army Corps of Engineers prior to the formation of the EPA. Back then, it was the Corp who was responsible for keeping navigable waterways just that, navigable.
