Reagan.
Maybe I misremember, but, as I recall, Reagan was the
first President I ever heard of, where the congress
took something the President believed the country really
needed, and welded something totally unacceptable onto
it. Forcing the President to sign off on something
very wrong.

An Un-Constitutional maneuver, in my opinion.

I wish Reagan had called congress into emergency session,
and told them that that was NOT a Bill and they was
going to have to re-write it into at least two Bills
and then vote and pass each individually.

(What I would really like to see, is for the next President
to, when he first receives a bill larded down with earmarks,
is to call Congress into session and make them vote for each
and every one of those earmarks individually.
