Then what was Cruz trying to imply when he said…

“Last I checked, we don’t have a rubber shortage in America,” Cruz said. “When I was in college we had a machine in the bathroom, you put 50 cents in and voila! So yes, anyone who wants contraceptives can access them, but it’s an utterly made-up nonsense issue."

Perhaps someone who knows can comment on whether there are condom machines in most ladies rooms. If nothing else, he seems to be implying that it's the man's responsibility for contraception protection, which also implies that if a man chooses to go 'bare-back' that the women has no say in the matter.
