President Obama criticized the F.B.I. chief’s handling of the Clinton email case: “We don’t operate on incomplete information”

President Obama implied that his F.B.I. director’s decision to alert Congress about the discovery of new emails related to the Hillary Clinton server case violated investigative norms and trafficked in innuendo.
“We don’t operate on leaks. We operate based on concrete decisions that are made,” Mr. Obama said in an interview with CNN’s “Now This.”
