It's not justice. If he killed 77 people, he should be killed 77 times. THAT would be justice.
Sometimes, unfortunately, justice just isn't possible.
It's sad but not surprising that Norway doesn't even do what it can to justly punish perpetrators. Liberal societies are often that way - sympathizing with the criminals instead of the victims. They view crimes committed by others as failings in society and therefore seek to blame themselves. (You saw a reverse example of this under Obama - who claimed that the success of others is due to society and the credit and profits should therefore be shared.)
This undoubtedly plays a big role in explaining why there isn't more outrage in the U.S. than there is about the atrocities committed in the name of Islam. Once upon a time, we'd have REALLY gone to war with the countries that were defending the 9/11 and U.S.S. Cole attackers. Today? We just play around and make excuses for them.
Liberals don't believe in justice or in stopping crimes. They're professional victims and want everyone else to be victims too.
