I disagree. Carter was extremely weak, but the President who should to be added to the list is JFK, probably in the #4 spot, just ahead of LBJ. Think about how close that guy came to starting World War III. And for WHAT? To delay Russia's ability to hit us with nukes from close range by just SIX YEARS. (By 1968, Russian submarine launch technology made Cuba irrelevant.) Definitely NOT worth the risk.
JFK initiated a childish but deadly game of chicken with Nikita Khrushchev. We're here today only because Khruschev was ten times the man Kennedy was. He chose to lose face and back down rather than kill us all. It was very courageous and the decision cost him at home, destroying him politically. (He stepped down in '64.) I'm sure he knew what would happen when he backed down on Cuba.
Of this I'm certain: Had Joe Stalin still been there when JFK pulled that little stunt, we'd be dead. All of us.
So he's my #4. JFK, the boy President.
