I agree that nobody is going to retain ANY employee who will not perform the required duties at an acceptable level. They also are required however by law that they cannot hire someone for less than the minimum wage.
That minimum wage is what was top end on a lot of unskilled lower paying jobs but necessary and now these same folks are starting where raises would have taken them over time.
As you said, which was my point, now they won't be hired at all.
This is nothing but a political STUNT by Bernie Sanders who never employed anyone from his own business in his lifetime but thinks he knows what is best for those of us who took huge risks and succeeded
in business and hired plenty of people.
I think we know w little more than dear old Santa Claus Sanders who is always great at telling everyone else HOW TO SPEND THEIR MONEY...
