There was this big thingy that happended. You may have seen it in the papers. Then they formed this new agency. The word "Homeland" had never been used before in our country and it creeped me out, as a spy novel enthusiast.
But don't attribute to conspiracy that which can be explained by dumbassery and idiocy and incompetency. Somebody said that before me, so I got to research that and send them their commission.
...the normal reaction to a crisis by government is to create a new agency or bureaucracy to provide jobs for thousands of friends, relatives and major contributors to political slush funds. The last thing they ever want to do is solve the problem, therefore eliminating their need. Once created, any agency or bureaucracy develops it's own goals of survival and growth.
